Beyond the controversy on the unemployed and the decision to postpone enlargement, the Government has used tax instrument to finance the measures decided in the negotiations of the Grenelle of the environment. In total, 19 billion euros in commitments are scheduled in 2009-2011 with 7.3 billion in payment appropriations and an annual increase of 1.2 billion holdings. Five personalities concerned, professional or responsible associations environmentalists respond to the main measures.

TGAP. Double the general tax on polluting activities applied to household waste, which represents an additional resource of 88 million euros, to which must be added a new tax on waste incinerated whose product is estimated at 54 million. The increase in the TGAP is used to feed the budget of the Agency of environment and energy (management Ademe).

"This measure is to weigh the weight of the increase in taxes on households through local taxes." But we forget that household waste (30 million tonnes) is that a small part of what is produced each year: the companies generate between 80 and 90 million tonnes, the construction and agriculture five times each! In Britain, the increase in fees is massive: 70 euros in 2010, against 32 today. But this decision was accompanied by a large investment programme. The TGAP in France must not be a simple tool for funding. One must put the incentive taxation in a plan of comprehensive measures ranging from awareness of the homes in the development of new means of selective collection, sorting and recycling.

Eco-loan at zero rate. 40,000 ready rate of 30,000 euros may be awarded in 2009 to fund thermal renovation of old housing. They will cover bouquets of work including the insulation of walls, roofs, glazing, efficient heating or using renewable energy and will be awarded for principal residences.

"We are extremely pleased with it." The figure of 30,000 euros is the envelope needed to work for a real gain in energy savings. The fact of the work in a comprehensive way to achieve economies of scale. But we ask clients to spread their work more than two years as nonetheless seems so the text. The interest of these projects is that they can repay by the reduction in energy bills. The great challenge for companies is to be able to evaluate the energy performance of housing and, at the end of the site, to check the quality of work with the client to the secure.

Greening of aid for the construction of housing. The additional tax benefits are granted to taxpayers who buy a housing low energy consumption. Others will have to justify compliance with the standards in force for a Robien or Borloo device or even a loan zero classic. Tax for energy savings credit is extended until 2013, but the low-temperature boilers and heat pumps are excluded.

The tax credit RADIUS is mixed: the exclusion of air - air heat pumps and the inclusion of labour for insulation are going in the right direction, but the opening in the diagnosis of energy performance (ECD), absolutely ineffective in its current format, is an aberrant waste. The Government remain lax on levels of performance, at the risk of doing things halfway. Incentives for the renovation are far too timid to challenges, it will not escape regulation if it wants to achieve. More seriously, the "work packages" list is incomplete and, in the State, dangerous: lacks the ventilation that is absolutely necessary in very isolated housing!

And then there is the great absent, such as the sustainability of the spaces-info-Energie, which guide the consumer between the administrative maze and the advertising excesses of energy suppliers. Ditto for the unemployed, so effective for cars. It should be a simple adjustment to adapt it to its large success and be extended to other goods of consumption: nothing!

Those who have imposed these cutting of candle on the ecological taxation instead of making a new dynamic are probably the same who have buried the contribution energy-climate under an ideological diktat now of another age.

Heavy goods vehicles tax. The heavy weight tax apply from December 31, 2011 later to all heavy goods vehicles of more than 3.5 tonnes on the 12,000 km of national road network not conceded (excluding toll highways). The expected product is EUR 880 million in 2011. Moreover, the Government confirmed the lowering of the tax to the axle paid by heavy goods vehicles of more than 12 tons or lack of profits to the State of 50 million in 2009.

"This heavy weight tax is a bad blow to the enterprises of a sector already poorly point." As foreign vehicles roll in majority on toll highways that are not affected by the tax, the measure will concern, 75, the French heavy weight. However it should be recalled that the net margin of the sector is EUR 750 million good years; the heavy weight tax can therefore potentially completely erase a margin already low. It is brought to 2,400 euros per year to be added EUR 400 per cultivated hectare in bio.

"We denounce, since 2005, the tax reliefs and subsidies." Even given the prefix bio, agrofuels are produced under conditions of intensive and polluting crops. Then, the transformation of wheat, beet or rape fuel presents a derisory efficiency and it competition global food needs are for us priority. The abandonment of this tax privilege is not motivated by environmental concerns, but is the result of the escalation of the price of a barrel. Worldwide, the diversion of the ability to food to produce of agrofuels is translated by hunger riots in more than 40 countries. Only environmentally sound is raw vegetable oil produced and used as fuel on the farm.
